About the role:
We are currently seeking a Safety/Compliance Manager to join our Management Team at our Twentymile Mine location. The Annual Salary Range for this position is between $121,000 and $150,000 depending on experience.
Reporting to the General Manager. The scope of your role will be to Provide direction, guidance, and expertise to ensure that safety and compliance is the core focus at the site, ensuring that MSHA and other pertinent laws and regulations are followed and documented accordingly. Responsibility will include all facets of MSHA and In-house Respirable Dust Monitoring for compliance and pertinent regulations. This role offers a great opportunity for growth and to expand knowledge and skills.
Twentymile mine is an underground coal mine located in Colorado’s scenic Yampa Valley about 20 miles outside Steamboat Springs, a ski resort and vacation destination. The surrounding area has towns both large and small including Oak Creek, Craig, Hayden, and Steamboat Springs. Hunting and fishing are very popular in this area. Shotgun and archery hunting is allowed on Peabody property for employees with proper authorization.
Peabody Twentymile has a safety-first culture and has been recognized two years in a row by the National Mining Association as the safest underground coal mine in the United Sates. The award recognizes coal and mineral mining operations with the lowest MSHA reportable injury rate. In 2023, Twentymile completed three years without a single reportable injury.
Duties will include:
- Facilitate implementation / maintenance of the Safety and Health Management System (SAWOL MS), assist Site Leadership in ensuring conformance with all Peabody Standards and Twentymile procedures.
- Oversee training and education on SAWOL away from the distractions of day-to-day operations. Assist in the teaching of the class and recruit other instructors as needed.
- Oversee all required training for employees.
- Keeping all Personnel Training files up to date.
- Oversee the administration of the Mine Safety and Health Team process to include establishing Meeting Schedules, serving as the Secretary of the Team, providing Safety Statistics, and reviewing and evaluating employee performance to recognize individuals who may be candidates for the specific training.
- Ensure that all employees are aware of and have acknowledged the Health and Safety responsibilities specific to their job/position. Periodically assess performance against target for each person and provide feedback and ensure all employees understand that the consequences for violating a Life Saving Rule
- Develop and implement positive reinforcements and negative consequences specific to each person’s Safety and Health responsibilities
- Provide time, knowledge, and other resources necessary for personnel to successfully complete their Safety and Health responsibilities. Apprise Mine Management of any resource shortfall which cannot be remedied at the Mine Level which negatively impacts achievement of established safety and Health Management responsibilities
- Compliance with MSHA & state agencies shall include the following:
- Escort inspectors
- Document findings
- Communicate findings
- MSHA Plan submittals and approvals
- Investigate citations
- Prepare citation challenges
- Data entry in compliance / safety databases
- Track Inspector hours
- Predictive Compliance
- Dust sampling and documentation
- Noise sampling and documentation
- Perform regulatory duties associated with rescue chambers, SCSR’s, gas monitors, mine seals, and lifelines
Safety a Way of Life Personal Leadership Competencies:
- Be the visible leader of the SAWOL process implemented at the mine. Periodically audit the Safety Improvement Process for compliance and effectiveness. Communicate finings to Mine Management.
- Ensure that all Work- related Incidents and Compliance Issues are investigated at the appropriate level and that the resulting data is entered into the Safety Data System (incidents) and SAP (MSHA Compliance). Assist in the development of Preventive Action Plans as well as delegation of these plans and periodically audit the implementation of those plans.
- Provide expertise and assistance with regard to compliance with the principles of the Safety a Way of Life Management System. Assure that Safety and Health issues are being dealt with in a manner to achieve the stated outcomes of the SAWAOL.
- Lead the Management Team in the interaction with Federal and State Enforcement Agency Representatives. Ensure that all employees and contractors on site have the required training and are complying with all Federal and State Safety and Health regulations and the Standards of the America’s Safety and Health Management System.

About you:
- Minimum of three (3) years’ experience is preferred as a Compliance Supervisor or in a Safety-related field. A minimum of five (5) years coal mining experience with a thorough knowledge of State and Federal Mining Regulations is required.
- BA or BS in a Safety Related Field is preferred
- Knowledgeable in State and Federal Mining Regulations
- Ability to read, create and interpret documents such as Safety Rules, Operating and Maintenance Instructions and Procedure Manuals.
- Excellent verbal and written communications skills and ability to coordinate with co-workers and supervisors.
- Willing to work any shift and on scheduled weekends.
- Oversee Injury Prevention and Investigation activities
Physical requirements:
- Must have the ability to stand for prolonged periods of time on uneven, rocky surfaces for up to the entire length of the shift
- Must have the ability to be seated for up to 4 hours to operate equipment or vehicles
- Must have the ability to walk for up to 4 hours at a time. Will be required to walk through different sections of the mine with varying degrees of clearance and headroom
- Must have the ability to wear required protective footwear, hearing and eye protection, and other personal protective equipment as required by Company and MSHA
- Must have the ability to climb up and down stairs/steps and climb on and off equipment and ladders.
- Must have the ability to lift/raise up to 80 lbs. without mechanical assistance frequently during the course of work shift.
- Must have the ability to work in extreme conditions, including but not limited to changing weather conditions, dust, mud, water varying levels of noise from low to high decibels, varying degrees of light and dark, in and around artificial light and in a confined work area
- The job requires that you be able to work various shifts (required shifts include days, evenings and nights with rotating schedules, weekends, and holidays
- NOTE: This is a “safety sensitive role”. Individuals in safety sensitive roles cannot have:
- an uncontrolled condition which is likely to cause loss of consciousness or ability to control a motor vehicle or other large machinery;
- an uncontrolled respiratory or cardiac dysfunction likely to interfere with the ability to operate a motor vehicle or other large machinery;
- a current clinical diagnosis of high blood pressure likely to interfere with ability to operate a motor vehicle or other large machinery;
- a current or unregulated mental or psychiatric disorder likely to interfere with ability to drive a motor vehicle or other large machinery;
- impaired hearing (with or without hearing aids) that would prevent the person from hearing crucial safety information or alarms;
- impaired vision. Individuals must meet the minimum vison requirements of at least 20/40 acuity (Snellen) with or without correction and at least 70° field of vision in horizontal meridian measured.
